    Act 55, known as the Mortgage Bankers and Brokers and Consumer Equity Protection Act, was passed by the Pennsylvania State Legislature in 2001. The law regulates high-cost sub-prime lending and requires that borrowers be notified that a list of Consumer Credit Counseling Agencies can be obtained from PHFA.

    Act 137, which was passed by the Pennsylvania State Legislature in 1992, permits 66 of the state’s 67 counties (excluding Philadelphia) to raise additional revenues to be used for affordable housing needs by increasing fees for recording mortgages and deeds.

    The Commonwealth Cornerstone Group ("CCG") is a mission-driven nonprofit established by the Pennsylvania Housing Finance Agency to enhance, strengthen, and revitalize low-income communities throughout Pennsylvania; and, to stimulate economic opportunities for low-income residents through the creation of jobs, enhancement of wealth, and the provision of services within these communities.

    The biennial Housing Forum was established to meet the continuing education demands of professionals in the state's housing industry

  • Homebuyer Education < link to page >

    Homebuyer education is provided by PHFA's network of approved counseling agencies.

  • Homeownership Choice Programs (HCP) < link to page >

    The HCP consists of three initiatives that provide funding for the development and / or rehabilitation of single family homes, for purchase, in urban communities.  These initiatives also provide funding for the rehabilitation of the upper floors of store fronts on the commercial corridors of urban neighborhoods and core communities to provide either rental or ownership housing opportunities.

    The Home Modification and Assistive Technology Initiative (HMAT) is funded through the Office of Long Term Living (OLTL) as part of its efforts to rebalance the portion of Medicaid-funded services provided to participants in their own homes instead of institutional settings.

  • PHARE Plan (Act 105 of 2010) < link to page >

    Pennsylvania Housing Affordability and Rehabilitation Enhancement Fund (PHARE) was established by Act 105 of 2010 (the "PHARE Act") to provide the mechanism by which certain allocated state or federal funds, as well as funds from other outside sources, would be used to assist with the creation, rehabilitation and support of affordable housing throughout the Commonwealth.
